According to Ukrainian President Volodymyr Zelensky, Russia plans to conduct more powerful strikes on Ukraine as winter approaches. Since its full-scale invasion of Ukraine in late February 2022, the Kremlin has launched missile, drone, and artillery strikes. Russia targeted Kyiv's energy infrastructure during Ukraine's winter season in 2022, a practise that is expected to be repeated in the coming weeks.

As a result of Western sanctions imposed in reaction to President Vladimir Putin's conflict in Ukraine, Russia has lost 76 passenger planes. The United States government has imposed sanctions on Russian-operated aircraft, and aviation manufacturers have stopped supplying the country with new and spare parts. The EU and the US have asked that leased aircraft be returned, but the Kremlin has encouraged carriers to re-register the aircraft in Russia in an attempt to circumvent these demands. As a result, the aircraft are still in operation despite not having received the mandatory maintenance inspections and critical software updates required for airworthiness.
