But when the neighbors are not happy with the new tenants, the young landlord starts to investigate this mother and daughter... And that's exactly where the 'horror' and 'suspense' part of the movie starts.

That is essentially what actuality films were: short non-fiction educational videos in the early history of film that generally lasted one minute or less for general audiences.
