An Orange Park man was arrested Monday for firing an unlicensed firearm in the parking lot of his apartment complex, deputies say.
Clay County Sheriff’s Office deputies were dispatched to the Alexander Pointe Apartment Homes (2121 Burwick Ave.) in Orange Park at approximately 1:55 a.m. Monday in reference to shots fired.
Upon arrival, they saw a red Ford Fusion with no lights on exiting the apartment complex at a high rate of speed. They followed the vehicle to Publix (410 Blanding Blvd.) and made contact with the driver who was identified as Wilson Filgence, 30, of Orange Park.
Filgence got out of the car and was holding a small yellow satchel, according to the arrest report. Deputies asked Filgence what was in the satchel and conducted a search of the bag. The contents of the bag are not included in the Clay County Sheriff’s Office arrest report.
It is noted that the firearm in Filgence’s possession was a handgun. It is unknown if the handgun was in his bag or elsewhere when deputies were speaking to him.
When asked why these redactions were made, the sheriff’s office cites Florida Statute 119.
“Under Florida State Statute 119.071, confessions and admissions of guilt are exempt from public records disclosure and should not be released until such time as the case is finally determined by adjudication, dismissal, or other final disposition. Such statements shall be redacted from any reports requested pursuant to FSS Chapter 119,” a sheriff’s spokesman said.

In a search of the immediate area surrounding Filgence’s vehicle, deputies found two spent 9-millimeter shell casings.
It is noted that Filgence currently lives in Orange Park and does not have a valid concealed carry permit in Florida.
Filgence was arrested on charges of an unlicensed firearm and discharging a firearm in public and transported to Clay County Jail and is awaiting bond.
