A total road closure at the Pine Road and Oak Road railroad crossing in Green Cove Springs is scheduled for 11 p.m. Monday, Jan 30 until noon on Jan. 31 as part of a CSX Transportation railroad maintenance project.
This will be a complete crossing closure with no vehicle access until the crossing reopens, Clay County Public Information Officer Annaleasa Winter said. First responders have a plan in place to stage emergency equipment on the west side of the crossing on Oak Road, she said.
CSX is conducting railroad track maintenance work which involves the closure of several railroad crossings along U.S. 17 and Doctors Lake Drive. Crossings will be closed anywhere from two to five days, depending on the type of maintenance they are set to receive, Winter said.
Crossings with one-way in/out, like the Pine Oak closure, will be accessible within a 24-hour period.

- Private crossing west of Sweet Gum Lane (one way in/out)

- Private crossing south of Decoy Road and west of County Road 209 South
Additional ongoing county projects:
Anabelle Island Subdivision (Green Cove Springs/Lake Asbury)- Daytime single-lane closures on weekdays on County Road 209 and on Sandridge Road near the Anabelle Island subdivision for asphalt paving and utility work. Work will take approximately one to two more weeks to complete, Winter said.
Aquarius Concourse (Orange Park)- Daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined Clay County Utility Authority utility relocation and county road and drainage improvement project. Work began in May 2022 and is expected to take 12 months to complete.
Camp Ridge Lane (Middleburg)- Crews are continuing repairs to the drainage structures in the 1300 block of Camp Ridge Lane. This project includes replacing the curb inlets and drainpipes from the intersection of Pine Ridge Parkway and moving them south 300 feet on Camp Ridge Lane to improve drainage and prevent flooding. Due to the depth and complexity of this project, the completion date is yet to be determined, Winter said.
County Road 220 (Doctors Inlet) - Anticipate daytime intermittent closures in the eastbound lane of County Road 220 over the Little Black Creek Bridge. Work to repair the guardrail that was damaged from a motor vehicle accident will take an extended period of time due to the limited availability of supplies and materials, Winter said.
Motorists are asked to avoid the area if possible and to have patience if their route requires them to take this section of County Road 220, she said.
The posted speed limit has been reduced to 35 mph in this area and radar speed signs are in place to advise motorists of their speed in the work zone. Flaggers will be present.
Sandridge Road – Crews are still working on Sandridge Road as part of the Bonded Transportation Program. Drivers should anticipate single-lane closures from 9 a.m. to 9 p.m. for gas pipeline installation and utility relocation work on the north side of Sandridge Road from Henley Road to Russell Road (County Road 209). This will be an ongoing project over the next several months, Winter said.
“Please be patient while driving in the area, go slowly and pay attention to the flag crews,” she said.

Scorpio Lane (Orange Park) – Anticipate a daytime road closure on Scorpio Lane between Blairmore Boulevard West and Aquarius Concourse on weekdays through Thursday, Feb. 16, for drainage improvements and asphalt milling and resurfacing work.
Local traffic only will be allowed during the daytime road closure, Winter said.
County projects starting soon:
Botany Street (Doctors Inlet) –Work will begin within the next few weeks to replace the stormwater drainage system on Botany Street just west of Dalby Court, Winter said. The project is anticipated to take up to 90 days to complete. No lane closures are expected but flaggers will be present.
Henley Road (Lake Asbury) – Stormwater system upgrades are anticipated to begin the first week of March on Henley Road at the stormwater pond approximately 1,100 feet north of Orchard Walk Lane.
This project involves upgrades to the concrete storm structure and drainage pipes located on the east side of Henley Road, Winter said. Both northbound lanes of Henley Road will be closed for construction from just south of Orchard Walk Lane to approximately 1,000 feet north of the construction site.
The two existing southbound lanes on Henley Road will be temporarily shifted to one northbound and one southbound lane for the entire project. During construction, the entranceway to Orchard Walk Lane will be closed to traffic and all in and out traffic will be detoured to the south entrance at Plantation Ridge.
The northbound sidewalk on Henley Road will be diverted but remain open, Winter said. Work is anticipated to take up to three months to complete and will include milling and resurfacing.
