A jail with no bars in Orange County? One coalition now has hope it can stop the expansion

Recently, in Orange County, CA, a coalition that includes the ACLU and OCRRN, is working tirelessly to shift the county's focus from expanding imprisonment to investing in social programs. With a $167 million investment, the James A. Musick Facility is set to undergo a significant expansion, adding two new housing facilities and increasing capacity by 896 beds.

This expansion aims to create more spaces for inmates with mental health needs and separate low-level offenders from those convicted of more serious crimes. The Stop the Musick Coalition has protested the expansion of the bar-less jail. They assert that those funds should be directly allocated toward community needs.

Improving Mental Health Support

The rising number of inmates with mental health issues in Orange County's jails demands dedicated attention. According to plans for the facility, the James A. Musick Facility aims to enhance rehabilitation and treatment options for individuals with mental health needs by providing specialized housing modules and increasing staff ratios in mental health units. This proactive approach acknowledges the specific requirements of these inmates. It seeks to give them the support they need to reintegrate into society successfully.

Addressing Recidivism

One of the critical goals of the expansion is to tackle the issue of recidivism. By separating low-level offenders from more serious criminals, the James A. Musick Facility aims to create an environment conducive to rehabilitation.

Each module at the jail will house a limited number of inmates in non-bar cells, utilizing non-breakable glass walls instead. This innovative design enhances security while creating a more calming environment for deputies and inmates, fostering a sense of dignity and respect. Roughly 95% of those in California jails are expected to be released.
