Merced police lieutenant dismissed amid allegations of assault and retaliation

Sources claim that Emily Foster, a.k.a. "Boss Lady" and former lieutenant, was fired from the Merced Police Department on April 27, 2023, after having been on paid administrative leave since June 2022.

According to sources, Foster was formally let go by the city's current interim chief Craig Gundlach from her position as a lieutenant in the department. 

Foster was able to gather her belongings before being escorted from the central station last Thursday.

Foster was allegedly found guilty of assault, retaliation, and one other offense following the initial Internal Affairs investigation, which included complaints from multiple officers, and other city personnel.

The particularly alarming part here is that after the first inquiry was over, a second complaint was filed against Foster, alleging that she had mistreated or possibly defrauded an elderly relative after buying a house in that person's name, according to witnesses.

As previously reported, whistleblowers said that Foster allegedly used aggressive behavior,  assaulting a police officer in public and forcing a police officer to have sex with her while he was on duty at a recently sponsored golf event at Pebble Beach.

The whistleblowers, who are unnamed out of fear of retaliation, say there are several complaints filed against Foster.

“Word of mouth through the department, the officer was there as an advisor, then she (Foster) went over there and didn’t have a reason to be there, and later that night they slept together,” a whistleblower said.

Merced police have yet to confirm the termination of Foster.
