During the meeting, Commissioner Director John Krickus presented a framed proclamation to Joann Bjornson, Vice Chair of the Advisory Committee on Women, declaring March 2023 as Women's History Month in Morris County. The board officially adopted the proclamation on March 8.

The prestigious "2023 Seeds of Change Award" recognizes women who have made a significant impact at the grassroots level and inspired others to become active in their communities. This year's honoree, Alice Cutler, was acknowledged for her countless hours of volunteerism and leadership across various community organizations.

Although Ms. Cutler was unable to attend the ceremony, her friend and former husband, Tim Cutler, accepted the award on her behalf. He expressed immense pride in her achievements and the Cutler family's long history of community involvement in Morris County.

Ms. Cutler's extensive contributions include leadership roles in organizations such as Morristown Green Trustees, Macculloch Hall Historical Museum, Garden Club of Morristown, Junior League of Morristown, United Way of Northern New Jersey, Grow it Green Morristown, Morris Education Foundation, Patriots Path Council of the Boy Scouts of America, and the Vestry at St. Peter’s Church in Morristown.

The "Seeds of Change Award," which began in 2018, celebrates the idea of planting seeds of inspiration and fostering lasting change over time. The Women's Committee sought nominations for a woman who had made a meaningful impact on the lives of other women in the community and carefully reviewed each candidate before selecting a winner.

The Morris County Advisory Committee on Women, established in 2004, focuses on studying the needs and opportunities of women in the county. The committee centralizes information and resources on women's concerns and promotes their interests, advising and seeking reform in law, public policy, and public attitudes. They also recommend programs to help meet the needs of women in Morris County.
