HOUSTON — On Wednesday, June 2, 2021, acting U.S. Attorney Jennifer Lowery announced that Porter Bush, 44, a Houston-local gang member, has been ordered into custody. The indictment on May 13 alleges that Bush trafficked a minor from February to June 2018.

The authorities found and recovered the 14-year-old girl near the Bissonnet Track after she got into a car with a potential client on June 25, 2018. Law enforcement conducted a traffic stop of the vehicle, at which time Bush pretended to be the girl’s stepfather.

According to the charges, the Bissonnet Track is a known place where traffickers place their victims, minor or adult, for commercial sex. Bush will face a minimum of 10 years and up to a lifetime in federal prison, as well as a potential $250,000 maximum fine if he is convicted.

The investigation is a part of the Human Trafficking Rescue Alliance (HTRA) of The Houston Police Department. There are also FBI members, Homeland Security Investigations, Texas Attorney General’s Office, IRS-Criminal Investigation, Department of Labor (DOL), DOL – Wage and Hour Division, Department of State, Texas Alcoholic and Beverage Commission, Texas Department of Public Safety, Department of Homeland Security – Office of Inspector General (OIG), Social Security Administration – OIG and Sheriff’s Offices in Harris and Montgomery counties in coordination with District Attorney’s offices in Harris, Montgomery, and Fort Bend Counties included in HTRA law enforcement.

The HTRA was established in 2004 by the United States Attorney’s office in Houston as a resource coalition with federal, state, and local enforcement agencies and prosecutors, as well as non-governmental service organizations, to target human traffickers and to provide the victim of traffickers with necessary services. From the first day, HTRA has been recognized as a national and international model in identifying and helping victims and investigate the trafficking executor.
