Experts believe that water reservoirs in California will be plummeting in the winter season, thus increasing the likelihood of drier conditions that persist through the winter season. The record showers in late Oct 2021 that pelted Northern California help a bit but, the water level in large water reservoirs is still far below its normal. Another reason is La Nina, a natural ocean-atmospheric phenomenon heading toward the Northern half of the country, which increases the likelihood of dry, warmer season in Southern California.

According to the National Integrated Drought Information Center, there is a 40% likelihood that the state will regain normal water levels after this winter season, with a little higher than 50% risk that the state's drought persists.

To address the water issue, Gov. Gavin Newsom gives authority to State Water Resources Control Board to halt unnecessary water usage. The decision is part of the second emergency proclamation enacted in Oct onward. The residents are requested to participate voluntarily by reducing water usage.

"We need everyone to take action to reduce their water use immediately. This drought emergency declaration helps us all move in the same direction," said General Manager Adel Hagekhalil.

Aside from state officials, the Metropolitan Water District should be held accountable for its carelessness. The District failed to notify residents of a low water level and instead reported a constant water level over the summer season.
