On May 4, an officer was traveling on Ronald Reagan Boulevard when he observed a red Honda Accord driving with a defective tag light. “I ran the tag and observed that the registered owner, Lauren Howell, had a canceled driver's license,” the officer wrote. Howell told the office she knew she was unlicensed because she could not pass the driving test. The officer asked Howell to exit the car, and she called her mother to come to pick up the vehicle. The officer searched the car and observed a small black container containing crystal methamphetamine.
