Can you come to the conclusion that you're viewing the Hudson River in New York City flooding?

The video shows pedestrians walking across the walkway above the river, just inches from the water. Then, later in the video, as time has passed, you can see that the river is overflowing, spilling onto walkways with bench areas. The water was crashing against the Tik Tok creator's feet.
