Los Angeles County has announced the opening of applications for its guaranteed income program, which aims to provide financial security to former foster children. Under this program, eligible individuals will receive $1,000 in monthly payments for two years. Known as "Breathe," the initiative aims to alleviate financial burdens and offer recipients the opportunity to lead more stable lives. Applications will be accepted from June 20 onwards.

Program Overview:

The Breathe Program was introduced as a pilot project in Los Angeles County last year, with the selection of 1,000 individuals to receive $1,000 per month for a span of three years. Payments are distributed on the 15th of every month, starting June 2022, and will continue until August 2025. The positive response to the pilot has prompted the program to expand its reach, adding 200 more individuals to the recipient list.

  • Be between 21 - 24 years old on September 1, 2023
  • Have remained in foster care after age of 18
  • Have an income less than or equal to 100% of the area median income for a one-person household or 120% for a household of two or more people.

Additional Eligibility

In light of the pandemic, applicants must have been affected by the coronavirus outbreak. It's important to note that only 200 people will be selected. However, if you include the beneficiaries from the previous year, the total number of recipients adds up to 1,200.

How to Apply for the Program?

The program is open to former foster children between the ages of 21 and 23 who are under the care of the LA County Department of Children and Families (DCFS). To apply for the Breathe program, applicants need to submit an electronic application through the program's official website. The application period will commence at 6:00 am on June 20 and conclude at 11:59 pm on July 3. Those who meet the eligibility requirements will receive the monthly payments through direct deposit to a debit card.

The primary objective of the Breathe program is to provide financial stability to individuals who have aged out of the foster care system. By offering a guaranteed income of $1,000 per month, Los Angeles County aims to relieve some of the financial pressures these young adults face. The program's three-year duration allows recipients to plan for their future with increased peace of mind, knowing they have a consistent income stream to rely on.

The Breathe program intends to enable recipients to "breathe" easier, knowing that they are more financially secure. Addressing economic instability, the initiative seeks to empower former foster children to pursue their aspirations and goals without financial constraints. The program aims to create a supportive environment that fosters personal growth and self-sufficiency by providing a consistent monthly income.
