On Oct. 26, 2021, New Jersey’s Department of Transportation (NJDOT) Commissioner Diane Gutierrez-Scaccetti announced that the state has allotted a share of $161.25 million in Municipal Aid grants to every NJ county. The grants are designated to be used by municipalities to improve roads, bridges, and overall quality of life for their residents.
- Essex County received $13,575,022 which will be shared by all 22 municipalities.
APPLICATION PROCESS
An independent panel of NJ municipal engineers along with NJDOT staff reviewed each Grant application.
- Municipal Aid grants applications needed to be submitted to NJDOT by July 1, 2021.
- 547 NJ municipalities requested a total of $363 million in assistance
- 541 NJ municipalities were approved and will receive a total of $161.25 million
GRANT PROGRAM ALLOTMENT PROCEDURE
Under the Municipal Aid grant program, each NJ county is apportioned its share of the total NJDOT funding based on its population and the amount of road and highway miles it covers.
- Municipalities then vie for portions of their county’s share.
Once the allotment is determined, the NJDOT provides to the municipality:
- 75 percent of the grant amount when the town awards a contract
- 25 percent of the remaining grant when the project is completed
Urban Aid
$10 million is allotted for municipalities qualifying for Urban Aid, with the amounts determined by the NJ Department of Community Affairs.
PROJECT CATEGORIES
In order to be eligible for the NJDOT Municipal Aid Grants, improvements must adhere to one or more of the following transportation categories:
- Bikeway
- Bridge Preservation
- Mobility
- Pedestrian Safety
- Quality of Life
- Roadway Preservation
- Roadway Safety
Municipalities proposed what their monies would best be used for.
- All of Essex County’s grants will be used to restore existing roads.
